CEE PGD office invited Mr. Rafique Shaikh on December-4, 2021, as a guest speaker in the class of PGD-SCM Supplier Relationship Management conducted by Mr. Adnan Ahmed, Visiting Faculty at IBA Karachi. The speaker spoke about Sindh Public Procurement Rules, 2010, and concept behind them, and their impact on Public Procurement in Sindh. Mr. Rafique has a wide range of experience in public procurement and is currently serving as Chief Instructor, Training Management & Research (TM&R) Wing, Services General Administration and Coordination Department (SGA&CD), Government of Sindh (Pakistan); where he leads a team of civil servants for the development, planning, execution and review of the Mid-Career Management Course (MCMC) in the provinces.
The crux of the session is that procurement rules have been devised and adapted to the changing times. There are limitations in every process, but with SPPR, an effort has been made to include rules with the right measure of control to ensure transparency and at the same make the purchasing process efficient. Participants were thoroughly engaged in a highly interactive session. The session concluded with remarks of recognition from the course instructor Mr. Adnan Ahmed, and he conferred memento as a token of appreciation.
